Don't SSL is for when you need a webpage that won't ever use SSL.
Normally it's a bad thing not to have SSL, but sometimes there might be a requirement. If you're trying to log onto certain captive wifi portals various technologies might stop you from connecting to the websites (e.g. HSTS). Don't SSL will force your browser to a non-SSL page and give it the chance to redirect safely to the captive portal.
